Please address excess weed growth on property. This house has been abandoned for over two years. The garbage can on property is also filling with water causing a health threat

It's nice the old trashed houses are finally getting torn down but after they are done nobody puts any grass seed down and the lots just fill up with weeds that grow fast and spread all over the neighborhoods. Could you please put some grass seed down after removing old houses. They mow the lots and weeds grow right back in a couple of days attracting gnats and mosquitoes. Even just a cheaper contractor grade grass seed would be fine.
Grass is at least a foot long. Debris in yard.
Grass is 2 feet tall. He mowed trails through it last week and quit.
