vacant property racoons are present and drifting over to 1020 W 4th
pigeons are living in the house and coming over to the neighbors house, requesting something be done
The renters of this property have moved out, and since then, youth have been coming to the property at night between 9:00 PM and midnight and leave by 4 AM. The numbers have varied, but there have been up to four at once. They enter through the alley.

suspicious activity going on, many people coming and going, rental property, people coming only stay 10 to 15 minutes
firewood on West side of house is stacked and leaning, garage door has sprung and hanging at an angle and there is a car parked in the driveway with 4 flat tires and expired plates
