Parking Deck at corner of SW Jefferson and Harrison Street is deteriorating due to failed storm water drain pipes through out the parking deck that allow water to cascade through the deck and cause damage to the concrete The leaking storm water accumulates and flows across floors and then freezes, particularly in the west stair wall. There is heavy spalling of concrete through out the deck including the basement parking area now being accelerated by the water leaks. Rusting reinforcement rods are visible in many places. Broken concrete is present on the floor and west stair well. There is a large crack or spalled area extending across the parking ramp that is the exit on to Harrison avenue that shows a larger rusting reinforcing rod. I believe the exit ramp is deflecting downwards. I do not want a ramp failure to occur similar to the failure that occurred at the PDC/Sears Deck. There has been no preventative maintenance or repair of these failures for several years. The concrete and metal on the walkway from parking deck to the PNC building is continuing to rust and break apart.
