Homeless man, at one time very intellectual. Presently, severely mentally ill. He is parked on the 900 block of W. Windom, in a taupe/beige Cadillac filled with garbage and has taken up residence in front of Bradley University's dormitory. License plate #243-3138. He will need some assistance and mental health/social work help and someone to find a proper place for him to live. This spring and summer he lived on Richard Pryor Blvd., until he was reported to the City...he's back. Ugh.
