Between 3829 Brighten and 3900 Brighten, the square electrical hole in the ground has the cover popped off--possibly by vehicles that were cutting down trees on the property--caller says the hole is full of wires and big enough to pose a danger to people and animals
neighborhood requests return of approved barricades from the city. They are used weekly and have be preapproved by C.O.P. but someone picked them up unexpectedly
