I think the owner of this house is planning to put a fence across his front yard. Just wondering if he can do this?

Neighbor is running an auto repair shop out of his house in a residential neighborhood. There are mulitiple tow trucks that come and drop cars off through out the week. He will have up to six broken down cars in the street at a time waiting to be worked on. On top of the multiple cars, his music is constantly blaring for up to 10 hours a day where I can here it in the back of my house across the street. Please do something about this.
There are various vehicles and 4wheelers and dirt bikes taken apart and sitting in the parking lot on the corner. Very big eye sore and not sure whats going on.
Uftring Nissan, Jaguar, Land Rover Peoria located at 7300/7400 N. Allen Road has sensor alarm that goes off at all different hours of the night that is disturbing tenants at the Woods & Meadows Apartments located at 2215 N. Willow Knolls Drive about 300 yards away from car dealership
someone has placed a mattress and a washer or dryer on RBG near entrance of CitIScapes. Part of the appliance is on the street
Power/Utility line laying on ground and into alleyway beside 301 E Gift Ave
